Command Sergeant Major (CSM) Panapa R. Willis
Command Sergeant Major Panapa R. Willis assumed responsibility as the U.S. Army Intelligence and Security Command’s Command Sergeant Major, July 6, 2012.
CSM Willis is a native of Pago Pago, American Samoa, and joined the U.S. Army in November 1985. He attended basic training at Fort Leonard Wood, Miss. and completed his Advanced Individual Training at Fort Huachuca, Ariz., where he graduated as a 35F Intelligence Analyst in March 1986.

CSM Willis’s military education military and civilian education includes all levels of the Noncommissioned Officer Education System, Primary Leadership Development Course, Basic and Advanced Noncommissioned Officer Courses, Battle Staff NCO Course, First Sergeants Course and the U.S. Army Sergeants Major Academy, Class 56. He has completed Airborne and Jump Master Schools, Joint Special Operations Senior Leaders Course and NBC Officer Course. He was awarded an Associate of Arts from the University of Maryland and a Bachelor of Arts in Intelligence Studies through American Military University.
His military decorations include the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal (2nd OLC), the Army Commendation Medal (3rd OLC), the Army Achievement Medal (11th OLC), the Joint Meritorious Unit Award (2nd OLC), Humanitarian Service Medal (3rd OLC), Southwest Asia Service Medal (2 Bronze Stars), Saudi/Kuwait Liberation Medal, Military Outstanding Volunteer Service Medal and the Korean Defense Service Medal. He is a Master Parachutist and a recipient of the Military Intelligence Corps Association Knowlton Award.
CSM Willis is married and has a daughter and two sons.
