Personnel Security Investigation Center of Excellence
Serves as the Army's centralized activity for the accurate and efficient
administrative validation, review and submission of all Army (Active, Guard,
and Reserve) background investigations required for security clearances,
federal employment, and Common Access Card (CAC) issuance, while providing
customer service and support to Army stakeholders worldwide.
Established in 2010, and located on Aberdeen Proving Ground, Maryland, the
PSI-CoE was established to centralize and streamline the process of submitting
background investigations for the Department of the Army.

The PSI-CoE initiates background investigations, reviews the electronic
Questionnaires for Investigations Processing (e-QIP) form, assists applicants
through the e-QIP process, and submits standardized and quality controlled
background investigations to Defense Counterintelligence and Security Agency (DCSA).
Founded on the proven Lean Six Sigma principles of centralization,
standardization, and customer support. The PSI-CoE integrates and supports the
National reform initiatives and serves Army units/organizations worldwide.
Our principle goals are to relieve the administrative burden tied to the
beginning of the background investigation process to positively impact
readiness for the warfighter and improve timeliness for the civilian hiring
process. We provide dedicated personnel to assist applicants through the
beginning steps of the security clearance and suitability screening process.
PSI-CoE Customer Service Center
The PSI-CoE Customer Service Center (CSC) consists of knowledgeable representatives that assist internal and external customers with a variety of questions and issues relating to their respective case. Our customers are
comprised of applicants completing the background investigation request, security managers/human resource personnel requesting the background investigation, supervisors, and the Office of Personnel Management (OPM)
investigators.
